"James Van Benschoten Bennett (born 29 August 1894 in Silver Creek, New York, United States; died 1978) was a leading American penal reformer and prison administrator who served as director of the Federal Bureau of Prisons (FBOP) from 1937 to 1964. [1] He was Assistant Director of the Bureau to Sanford Bates prior to this from 1930-1937. A U. S. Army Air Corps veteran of World War I, he became an Investigator for the U. S. Bureau of Efficiency in 1919 and in 1928 authored "The Federal Penal and Correctional Problem" whilst there which called for a new centralized prison bureau which led to the creation of the Bureau of Prisons."

He also introduced the modern-day fingerprinting to the police force."

"When he was born, his father was working as a missionary. The family settled in Virginia, and later emigrated to Ohio. A move to Kentucky was frustrated by land pirates, and the family returned to Ohio. James grew up as a backwoodsman, familiar with forests, their lore and their inhabitants. His father ran a school during the stay in Kentucky, and there James was schooled in the classics. James also studied medicine, and began a practice in 1800. Upon his 1801 marriage to Hannah Strane, he built a cabin and returned to the backwoods life. He joined the Ohio conference of the Methodist Episcopal Church in 1809. From 1816 to 1821 he was presiding elder of the Steubenville, Ohio, and Lebanon districts. In 1821 he was sent as missionary to the Wyandot people, where he remained six years. Retaining the superintendency of this mission for two years, he subsequently continued in the itinerant ministry as pastor and presiding elder till 1845, when he was appointed chaplain of the Ohio Penitentiary. He retained this office till 1849. During his later years he acted as conference missionary and pastor of churches in southern Ohio." "The Ohio Penitentiary, also known as the Ohio State Penitentiary, was a prison operated from 1834 to 1984 in downtown Columbus, Ohio, in what is now known as the Arena District. The state had built a small prison in Columbus in 1813, but as the state's population grew the earlier facility was not able to handle the number of prisoners sent to it by the courts. When the penitentiary first opened in 1834, not all of the buildings were completed." "
